Issues Under Fire: Obama's U.N. Security Council Anti-Terror Resolution 
Now that the world has been coaxed into another fight against "Terror", its important to understand how this fight is be to fought. Even wars have rules and its critical the rules of war are understood and abided by all. Its is for this reason, this United States led Anti-Terror Resolution 2178 requires some scrutiny. 
The resolution passed Wednesday requiring nations to "suppress the recruiting, organizing, transporting, equipping" and financing of "foreign terrorist fighters," on face value seems reasonable enough, until you understand how it could be implemented. What happens if they don't? What happens if they won't?  
What if a particular nation don't see a particular group or particular groups' activities meeting the threshold to be called a terrorist organization or involved in terrorist activities? What if some nations fail to act as soon as the United States think they should act? What if the United States determine that some nations can't do it themselves? 
Given President Obama's proud pledge to protect U.S. interest from threats no matter where they emanate, this resolution can provider the perfect cover for elective military incursions and arbitrary aggression. Borders being no barrier, U.N. Resolution 2178 gives the United States the legal authority and justification to conduct military operations inside any nation it says posses a threat, real or fabricated. 
Considering the United States has the unique ability to monitor the entire world, it could claim it has intelligence of imminent threats against the homeland, foreign interest, allies and partners at any time. If time is of the essence (and it always is) the U.S. could launch a military operation without notice or consent.  
Since the United States has used the self defense and collective self defense defense so liberally heretofore in justifying preemptive military engagements, theoretically the U.S. could use this U.N. Anti-Terror Resolution to breach the sovereignty of any nation it wanted to. 
While everyone went along with the initial language of the resolution, Russia and China were quick to point out the potential problems arising in the future. Russian Foreign Minister Sergey Lavrov, warned "against any attempt to narrow down the problem" to select groups, reminding the international community not to have "double standards in dividing terrorists into good terrorist and bad terrorists."  
Chinese Foreign Minister Wang Yi stated, "The world must act, but only with the United Nations' stamp of approval. "The United Nations and the Security Council have to play the leading role in the global war on terrorism," the Chinese minister said. "This is the only way to maintain unity, achieve effective coordination and take assertive action."  In laymen's terms, no small crews getting together to take care of a little business on the side!
Bottom line: The only way U.N. Resolution 2178 has a chance of the momentum of terrorist activities throughout the world is if the United States can constrain itself and play by its own rules. The next time an America president tries to rally an international posse without coming to the U.N. with proof and for approval, the world's united front against terrorism falls apart.
